speaking about Black and White people as the riots break out, therefore both groups are being represented her.

The extract reports on the voilence brought forward caused by the immigration of Black people.
How is the representation being constructed (communicated)?
The communication is quite clearly stated, the presenter is reporting on the events taking place in the Racial Riots in Notting Hill. There is also quotes in the report by both white and black people however, it seems to be portraying the what the black man says in a misleading way by what the reporter says after.
